WHO IS A YOUTH.

UNITED NATIONS.
UN Secretariat documents (various resolutions from 1981), UNESCO, the International Labour Organisation (ILO), World Health Organisation (WHO) and UNICEF define youths to be persons between 15 and 24 years of age.

AFRICAN UNION.
The African Youth Charter 2006, defines a Youth to be persons between the ages of 15 to 35 years.

NIGERIA.
The first National Youth Policy in Nigeria was crafted in 1981, it defined youths to be persons between 18 and 35 years.

But in 2019, the Federal Ministry of Youth and Sports Development, revised this document and issued “The 2019 National Youth Policy which was themed in “Enhancing Youth Development and Participation in the context of Sustainable Development”.

In this current policy document, youths are defined as persons between 15 to 29 years old.

Explaining the reasons for this review, the Minister of Youths and Sports Development stated the following. “The review is informed by practical empirical analysis and the need to promote the appropriate targeting of desired beneficiaries of intervention programmes for the youth RATHER THAN ADULTS MASQUERADING AS YOUTH.” (Emphasis Mine)
